​Treasury Targets Belize-Based Operatives of Chapo Guzman

Sanctions Directed Against the John Zabaneh Drug Trafficking Organization

Linked to the Sinaloa Cartel

WASHINGTON – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today announced the designation of John Zabaneh and two members of his drug trafficking organization, who are based in Belize and are key associates of Joaquin “Chapo” Guzman Loera, and other members of the Sinaloa Cartel. The action also includes the designation of five companies in Belize that are owned or controlled by John Zabaneh or members of his organization. Today’s action, pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act), prohibits U.S. persons from conducting financial or commercial transactions with these individuals and companies, and also freezes any assets they may have under U.S. jurisdiction.

“John Zabaneh’s drug trafficking activities and his organization’s ties to Colombian sources of supply and Mexican buyers make him a critical figure in the narcotics trade,” said OFAC Director Adam J. Szubin. “By designating Zabaneh, OFAC is disrupting those activities and continuing its efforts, alongside those of our law enforcement partners, to expose operatives of Chapo Guzman and the Sinaloa Cartel, including their businesses.”

OFAC is designating John Zabaneh for the prominent role that he and his organization play in narcotics trafficking in Central America, particularly Belize, as well as their role in the drug trafficking operations of Chapo Guzman and the Sinaloa Cartel. John Zabaneh and his organization have been involved in narcotics trafficking since the 1980s. In addition to the designation of John Zabaneh, today’s action includes the designation of his nephew, Dion Zabaneh, and a close associate, Daniel Moreno. The action also includes the designation of five companies owned or controlled by John Zabaneh or Daniel Moreno. Zabaneh’s companies are Mayan King Limited (banana farm), Mid-South Investments Limited (building contractor and property consultant), Crown Paradise Enterprises Limited (resort management and marina), and Belize Chemicals Limited (pharmaceuticals). Moreno’s company is D’s Supermarket Company Limited (grocery store).

Today’s action would not have been possible without the key support of the Drug Enforcement Administration.

“DEA and its partners continue our sustained attack on brutal criminal regimes such as the Sinaloa Cartel and its leadership and those who help facilitate their drug and money networks,” said DEA Chief of Financial Operations John Arvanitis. “The OFAC Designation of the Zabeneh organization is necessary to dismantle and further disrupt the operations of the Sinaloa Cartel in other parts of the world.”

Guzman Loera and the Sinaloa Cartel were identified by the President as significant foreign narcotics traffickers pursuant to the Kingpin Act in 2001 and 2009, respectively.

Internationally, OFAC has designated more than 1,100 businesses and individuals linked to 97 drug kingpins since June 2000. Penalties for violations of the Kingpin Act range from civil penalties of up to $1.075 million per violation to more severe criminal penalties. Criminal penalties for corporate officers may include up to 30 years in prison and fines up to $5 million. Criminal fines for corporations may reach $10 million. Other individuals could face up to 10 years in prison and fines pursuant to Title 18 of the United States Code for criminal violations of the Kingpin Act.

OFAC Introduces New SDN Data Production System

The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) on June 13, 2012 released the following:

“OFAC has just launched a new, internal Specially Designated Nationals (SDN) and Blocked Persons List production system. This system is designed to emulate existing SDN data formats so that OFAC’s internal transition should be relatively transparent to the public. However, certain long-standing (but minor) problems with OFAC’s current data formats were corrected and users of the emulated SDN data will see some changes to records that are administrative only.

The following administrative changes have been made to SDN data in the emulated formats.

  1. All SDN data in the human-readable files now end in a period (.) . The period will serve as a true end of line marker from this point forward.
  2. Data that were produced with no specific ordering rules in the past now have ordering rules applied. For example, weak aliases in the remarks fields of the fixed-width and delimited files could change position within the remarks field from publication to publication. This will no longer occur. Specific ordering has also been applied to other data in the remarks (identification information like passport number, cedula number, etc. will appear in a consistent order from publication to publication).
  3. Extra/erroneous spaces that appeared in SDN records have been removed.
  4. Dates in the SDN data files could be published in variable formats. The following formats were allowed: D MMM YYYY; DD MMM YYYY; D MMM YY; DD MMM YY. Now all dates will be published in a single format DD MMM YYYY. Single digit days will now be padded with a 0 in front of the actual day.
  5. In the past OFAC used the abbreviation “c/o” in the address field of its data and human-readable files to describe a relationship between two or more SDNs. In the newly produced data files relationships between SDNs will be more clearly defined using the phrase, “Linked To:” as the following example shows.
  6. TEST COMPANY (a.k.a. BIG TEST COMPANY), Test Street 1, Test Street 2, Test Street 3, Test City, Test State Test Province, Test Country; Remarks Field test [IRAQ] Linked To: TEST, Joe.

    The “Linked To:” descriptor will start appearing in newly created SDNs. OFAC may replace older “c/o” records with “Linked To:” over time.

  7. Certain e-mail addresses in the OFAC data were associated with a specific country. That association has been removed.
  8. There was an inconsistency in the program codes presented in the human-readable SDN files as compared to the machine-readable files with regard to Zimbabwe. In the machine-readable SDN files the program code for Zimbabwe was ZIMB. In the human-readable files it was ZIMBABWE. The code is now ZIMBABWE in both sets of files.
  9. Dates of birth may now feature date ranges in place of “circa” values for new designations.
  10. Records in ADD.* files are now always ordered by ent_num and then by add_num. Records in ALT.* files are now always ordered by ent_num and then by alt_num.
  11. The SDN.XML file is now ordered by UID.

For the next few days the SDN data files that are produced by OFAC’s old SDN production system will be available in their current location. The new files will be available for download and testing. We STRONGLY encourage users of these data to download and review of the emulated SDN files. These files can be found here.

WASHINGTON – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today designated Chhota Shakeel and Ibrahim “Tiger” Memon as Specially Designated Narcotics Traffickers pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act) for their roles as part of a criminal organization run by Dawood Ibrahim, known as “D Company.” Dawood Ibrahim was named as a Specially Designated Global Terrorist in October 2003, and in June 2006, he was named by the President as a Significant Foreign Narcotics Trafficker. Also in June 2006, the Dawood Ibrahim Organization was named by the President as a Significant Foreign Narcotics Trafficker.

“Treasury continues to target the nexus of crime and terrorism in South Asia with today’s action against one of the world’s most notorious criminal organizations,” said OFAC Director Adam Szubin.

Chhota Shakeel is Dawood’s lieutenant who coordinates for D Company with other organized crime and terror groups. Ibrahim “Tiger” Memon is a trusted lieutenant who controls the organization’s businesses across South Asia and is wanted by Indian authorities for his involvement in the 1993 Mumbai bombings. INTERPOL has issued provisional arrest warrants or “red notices” for both Shakeel and Memon, who are Indian nationals. Dawood Ibrahim and his organization have been involved in international narcotics trafficking activities since the late 1980s.Their smuggling routes include South Asia, the Middle East, and Africa. Drug trafficking activities of D Company include the smuggling of heroin and hashish from Afghanistan and Thailand to the United States, Western Europe, the Middle East, Latin America, and Africa.

As a result of today’s action, U.S. persons are prohibited from conducting financial or commercial transactions with Chhota Shakeel and Ibrahim “Tiger” Memon, and any assets they may have under U.S. jurisdiction are frozen.

The Treasury Department continues to target the financial networks of significant foreign narcotics traffickers and their organizations worldwide using the authorities in the Kingpin Act. Treasury has designated more than 1,100 individuals and entities linked to drug kingpins since June 2000. Penalties for violations of the Kingpin Act range from civil penalties of up to $1.075 million per violation to more severe criminal penalties. Criminal penalties for corporate officers may include up to 30 years in prison and fines up to $5 million. Criminal fines for corporations may reach $10 million. Other individuals face up to 10 years in prison and fines pursuant to Title 18 of the United States Code for criminal violations of the Kingpin Act.”
