Treasury Targets Los Zetas Linked Oil Services Company

WASHINGTON – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today announced the designation of ADT Petroservicios, S.A. De C.V., an oil services company owned by narcotics trafficker Francisco Antonio Colorado Cessa who is tied to Los Zetas. Today’s action, taken pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act), prohibits U.S. persons from engaging in any transactions with ADT Petroservicios, S.A. De C.V. and freezes any assets the company may have under U.S. jurisdiction.

On June 12, 2012, OFAC designated Mexican national Francisco Antonio Colorado Cessa as a specially designated narcotics trafficker for materially assisting the international narcotics trafficking of Los Zetas and its leaders Miguel Angel Trevino Morales and Omar Trevino Morales. Colorado Cessa owns and controls ADT Petroservicios, S.A. De C.V., which is located in Veracruz, Mexico. Also on that date, the U.S. Attorneys’ Office for the Western District of Texas charged Colorado Cessa, Miguel Angel Trevino Morales, and Omar Trevino Morales with money laundering on behalf of Los Zetas and its senior leadership. Colorado Cessa is currently in U.S. custody awaiting trial.

“By exposing this business of Francisco Antonio Colorado Cessa, which is tied to the violent Los Zetas group, we are depriving their organization of an avenue to launder their illicit proceeds,” said OFAC Director Adam J. Szubin. “We will continue to target individuals and businesses linked to Los Zetas wherever they attempt to conceal their illegal activities.”

Los Zetas is a Mexican drug trafficking organization that the President identified as a significant foreign narcotics trafficker pursuant to the Kingpin Act in April 2009. OFAC subsequently designated Miguel Angel Trevino Morales and Omar Trevino Morales as specially designated narcotics traffickers pursuant to the Kingpin Act in July 2009 and March 2010, respectively.

Today’s action is part of ongoing efforts pursuant to the Kingpin Act to apply financial measures against significant foreign narcotics traffickers and their organizations worldwide. The Treasury Department has designated more than 1,100 individuals and entities pursuant to the Kingpin Act since June 2000.

Penalties for violations of the Kingpin Act range from civil penalties of up to $1.075 million per violation to more severe criminal penalties. Criminal penalties for corporate officers may include up to 30 years in prison and fines up to $5 million. Criminal fines for corporations may reach $10 million. Other individuals face up to 10 years in prison and fines pursuant to Title 18 of the United States Code for criminal violations of the Kingpin Act.”

Treasury Applies Additional Sanctions to Guatemalan Drug Trafficking Operation

WASHINGTON – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today announced the designation of two individuals and 24 entities with ties to previously-designated Guatemalan trafficker Marllory Dadiana Chacon Rossell or other designated individuals as Specially Designated Narcotics Traffickers (SDNTs). Today’s action, taken pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act), prohibits U.S. persons from conducting financial or commercial transactions with these entities and individuals and any assets the designees may have under U.S. jurisdiction are frozen.

The two individuals designated today are Guatemalan nationals Christina Stetanel Castellanos Chacon (a.k.a. Cristha Castellanos), who is Chacon Rossell’s daughter, and Maria Corina Saenz Lehnhoff (a.k.a. Maria Corina de Del Pinal). Both are responsible for laundering narcotics proceeds on behalf of Marllory Chacon Rossell. Among the 24 entities designated today are Auto Hotel Punto Cero, a hotel in Barberena, Guatemala; Sistemas Constructores, a construction company; Importadora Borrayo Lasmibat, an import-export company; Boutique Marllory, a clothing store and; Casa Vogue, a household items store.

“Targeting the corporate and financial network of Marllory Chacon and her associates is at the core of our efforts to degrade these dangerous drug trafficking organizations,” said OFAC Director Adam J. Szubin. “By designating additional elements of the Chacon Rossell network, OFAC continues to undermine the organization’s ability to launder narcotics proceeds.”

Marllory Dadiana Chacon Rossell leads a drug trafficking and money laundering organization based out of Guatemala with operations in Honduras and Panama that supplies Mexican drug cartels, including Los Zetas. OFAC designated Chacon Rossell as an SDNT in January 2012, along with three of her top associates, Jorge Andres Fernandez Carbajal, Hayron Eduardo Borrayo Lasmibat, and Mirza Silvana Hernandez De Borrayo, and four entities located in Guatemala and Panama. Chacon Rossell is responsible for transshipping thousands of kilograms of cocaine per month and is believed to launder tens of millions of U.S. dollars in narcotics proceeds each month.

OFAC coordinated with the Drug Enforcement Administration on this investigation. Today’s action is part of ongoing efforts pursuant to the Kingpin Act to apply financial measures against significant foreign narcotics traffickers and their organizations worldwide. The Treasury Department has designated more than 1,100 individuals and entities pursuant to the Kingpin Act since June 2000.

“DEA and the Treasury Department are attacking drug trafficking organizations at every level, using the law enforcement tools necessary to dismantle the financial networks of these dangerous criminal groups,” said DEA Chief of Financial Operations John Arvanitis. “This organization’s ability to launder drug trafficking proceeds will be severely hindered as a result of this designation.”

Sanctions Directed Against the John Zabaneh Drug Trafficking Organization

Linked to the Sinaloa Cartel

WASHINGTON – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today announced the designation of John Zabaneh and two members of his drug trafficking organization, who are based in Belize and are key associates of Joaquin “Chapo” Guzman Loera, and other members of the Sinaloa Cartel. The action also includes the designation of five companies in Belize that are owned or controlled by John Zabaneh or members of his organization. Today’s action, pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act), prohibits U.S. persons from conducting financial or commercial transactions with these individuals and companies, and also freezes any assets they may have under U.S. jurisdiction.

“John Zabaneh’s drug trafficking activities and his organization’s ties to Colombian sources of supply and Mexican buyers make him a critical figure in the narcotics trade,” said OFAC Director Adam J. Szubin. “By designating Zabaneh, OFAC is disrupting those activities and continuing its efforts, alongside those of our law enforcement partners, to expose operatives of Chapo Guzman and the Sinaloa Cartel, including their businesses.”

OFAC is designating John Zabaneh for the prominent role that he and his organization play in narcotics trafficking in Central America, particularly Belize, as well as their role in the drug trafficking operations of Chapo Guzman and the Sinaloa Cartel. John Zabaneh and his organization have been involved in narcotics trafficking since the 1980s. In addition to the designation of John Zabaneh, today’s action includes the designation of his nephew, Dion Zabaneh, and a close associate, Daniel Moreno. The action also includes the designation of five companies owned or controlled by John Zabaneh or Daniel Moreno. Zabaneh’s companies are Mayan King Limited (banana farm), Mid-South Investments Limited (building contractor and property consultant), Crown Paradise Enterprises Limited (resort management and marina), and Belize Chemicals Limited (pharmaceuticals). Moreno’s company is D’s Supermarket Company Limited (grocery store).

Today’s action would not have been possible without the key support of the Drug Enforcement Administration.

“DEA and its partners continue our sustained attack on brutal criminal regimes such as the Sinaloa Cartel and its leadership and those who help facilitate their drug and money networks,” said DEA Chief of Financial Operations John Arvanitis. “The OFAC Designation of the Zabeneh organization is necessary to dismantle and further disrupt the operations of the Sinaloa Cartel in other parts of the world.”

Guzman Loera and the Sinaloa Cartel were identified by the President as significant foreign narcotics traffickers pursuant to the Kingpin Act in 2001 and 2009, respectively.

Internationally, OFAC has designated more than 1,100 businesses and individuals linked to 97 drug kingpins since June 2000. Penalties for violations of the Kingpin Act range from civil penalties of up to $1.075 million per violation to more severe criminal penalties. Criminal penalties for corporate officers may include up to 30 years in prison and fines up to $5 million. Criminal fines for corporations may reach $10 million. Other individuals could face up to 10 years in prison and fines pursuant to Title 18 of the United States Code for criminal violations of the Kingpin Act.

Treasury Targets Major Money Laundering Network Linked to Drug Trafficker Ayman Joumaa and a Key Hizballah Supporter in South America

WASHINGTON – The U.S. Department of the Treasury today designated four individuals and three entities involved in laundering the proceeds of narcotics trafficking for drug kingpin Ayman Joumaa. Treasury also designated a Colombia-based individual under its terrorism authority, Executive Order (E.O.) 13224, for directing Hizballah’s fundraising activities in the Americas. This individual was previously designated under the Foreign Narcotics Kingpin Designation Act (Kingpin Act) for his role in narcotics-related money laundering. Today’s designations further expose Ayman Joumaa’s network as a major narcotics and money laundering enterprise that has reach throughout the Americas and the Middle East with links to Hizballah. As with the February 2011 action against Lebanese Canadian Bank, these actions again highlight Hizballah’s links to major South American narcotics money laundering organizations.

“The Joumaa network is a sophisticated multi-national money laundering ring, which launders the proceeds of drug trafficking for the benefit of criminals and the terrorist group Hizballah,” said Under Secretary for Terrorism and Financial Intelligence David S. Cohen. “We and our partners will continue to aggressively map, expose and disable this network, as we are doing with today’s sanctions.”

Abbas Hussein Harb and Ibrahim Chibli

Abbas Hussein Harb and Ibrahim Chibli are being designated today pursuant to the Kingpin Act for collaboration with designated drug kingpin Ayman Joumaa in the movement of millions of dollars of narcotics-related proceeds. Harb’s Colombia- and Venezuela-based organization launders money for the Joumaa network through the Lebanese financial sector. Chibli used his position as the manager of the Abbassieh branch of Fenicia Bank in Lebanon to facilitate the movement of money for Joumaa and Harb. For example, in 2010, Joumaa moved over a million dollars into an account owned by Harb and managed by Chibli. Harb is a dual citizen of Venezuela and Lebanon, and Chibli is a Lebanese national.

Ali Mohamad Saleh

Ali Mohamad Saleh, a Lebanese Colombian national, is also being designated today pursuant to E.O. 13224 as a Specially Designated Global Terrorist for acting for or on behalf of and providing financial, material, or technological support to Hizballah. Saleh is a key Hizballah facilitator who has directed and coordinated Hizballah activity in Colombia. He is a former Hizballah fighter with knowledge of Hizballah operations plans due to his contact with Hizballah authorities in Lebanon. As of July 2010, Saleh was a contact of Hizballah’s Foreign Relations Department and has maintained communication with suspected Hizballah operatives in Venezuela, Germany, Lebanon, and Saudi Arabia. Saleh was the acting leader of a Hizballah support cell in Maicao, Colombia that raised funds for transfer to Hizballah. In this role, Saleh solicited donations for Hizballah from business owners and residents. Saleh coordinated the transfer of checks and U.S. dollars by courier from Maicao via Venezuela to Hizballah in Lebanon. He was previously designated under the Kingpin Act on December 29, 2011, for his role as a Maicao based money launderer for the Cheaitelly/El Khansa criminal organization, which is linked to the Joumaa network. Saleh is the brother of Joumaa-network associate Kassem Mohamad Saleh, who was also named today under the Kingpin Act for his role in supporting Abbas Hussein Harb.

Additional Kingpin Designations

Ali Houssein Harb (Abbas Hussein Harb’s brother) and Kassem Mohamad Saleh (Ali Mohamad Saleh’s brother) were also designated under the Kingpin Act today for their links to the Joumaa network. Ali Houssein Harb and Kassem Mohamad Saleh are dual citizens of Lebanon and Venezuela. The three companies targeted as part of today’s action under the Kingpin Act for being owned or controlled by Abbas Houssein Harb and/or Kassem Mohamad Saleh are: Importadora Silvania and Bodega Michigan, both based in Colombia, and Importadora Silvania, C.A., based in Venezuela.

BACKGROUND:

Ayman Joumaa was designated pursuant to the Kingpin Act in January 2011 for his role as a high-level money launderer and drug trafficker operating in the Americas, Middle East, Europe, and Africa. Joumaa and his organization laundered proceeds from their illicit activities – as much as $200 million per month – through various channels, including bulk cash smuggling operations and Lebanese exchange houses. Since Treasury’s designation, he was subsequently indicted in November 2011 by a federal grand jury in the Eastern District of Virginia for being the leader of an international drug trafficking and money laundering network that coordinated multi-ton shipments of cocaine from Colombia to the Los Zetas Mexican drug cartel destined for the United States and for laundering hundreds of millions of dollars in these drug proceeds back to the Colombian suppliers.

Today’s actions, which prohibit U.S. persons from conducting financial or commercial transactions with the designated individuals and entities and freeze any assets they may have under U.S. jurisdiction, were taken in close coordination with the Drug Enforcement Administration. “The DEA investigation of Ayman Joumaa that helped lead to today’s Treasury actions is critical to protecting the U.S. financial system from illicit activity and is another tool used to disrupt and dismantle these drug and money laundering networks,” said DEA Financial Operations Chief John Arvanitis. “These sanctions will go a long way toward ensuring that the entire Joumaa network is brought to justice.”

This action is part of the Treasury Department’s ongoing efforts pursuant to the Kingpin Act to target the financial networks of significant foreign narcotics traffickers and their organizations worldwide. The Treasury Department has designated more than 1,100 individuals and entities linked to drug kingpins since June 2000. Penalties for violations of the Kingpin Act range from civil penalties of up to $1.075 million per violation to more severe criminal penalties. Criminal penalties for corporate officers may include up to 30 years in prison and fines up to $5 million. Criminal fines for corporations may reach $10 million. Other individuals face up to 10 years in prison and fines pursuant to Title 18 of the United States Code for criminal violations of the Kingpin Act.

Today’s action also highlights the Treasury Department’s ongoing efforts to target terrorists and those providing support to terrorists or to acts of terrorism, isolating them from the U.S. financial and commercial systems. Hizballah was listed as a Specially Designated Terrorist on the annex to E.O. 12947 of January 23, 1995. The U.S. Department of State designated Hizballah as a Foreign Terrorist Organization in 1997. Additionally, on October 31, 2001, Hizballah was designated by the State Department as a Specially Designated Global Terrorist pursuant to E.O. 13224.

Treasury Targets Major Money Laundering Network Linked to Drug Trafficker Ayman Joumaa and a Key Hizballah Supporter in South America

WASHINGTON – The U.S. Department of the Treasury today designated four individuals and three entities involved in laundering the proceeds of narcotics trafficking for drug kingpin Ayman Joumaa. Treasury also designated a Colombia-based individual under its terrorism authority, Executive Order (E.O.) 13224, for directing Hizballah’s fundraising activities in the Americas. This individual was previously designated under the Foreign Narcotics Kingpin Designation Act (Kingpin Act) for his role in narcotics-related money laundering. Today’s designations further expose Ayman Joumaa’s network as a major narcotics and money laundering enterprise that has reach throughout the Americas and the Middle East with links to Hizballah. As with the February 2011 action against Lebanese Canadian Bank, these actions again highlight Hizballah’s links to major South American narcotics money laundering organizations.

“The Joumaa network is a sophisticated multi-national money laundering ring, which launders the proceeds of drug trafficking for the benefit of criminals and the terrorist group Hizballah,” said Under Secretary for Terrorism and Financial Intelligence David S. Cohen. “We and our partners will continue to aggressively map, expose and disable this network, as we are doing with today’s sanctions.”

Abbas Hussein Harb and Ibrahim Chibli

Abbas Hussein Harb and Ibrahim Chibli are being designated today pursuant to the Kingpin Act for collaboration with designated drug kingpin Ayman Joumaa in the movement of millions of dollars of narcotics-related proceeds. Harb’s Colombia- and Venezuela-based organization launders money for the Joumaa network through the Lebanese financial sector. Chibli used his position as the manager of the Abbassieh branch of Fenicia Bank in Lebanon to facilitate the movement of money for Joumaa and Harb. For example, in 2010, Joumaa moved over a million dollars into an account owned by Harb and managed by Chibli. Harb is a dual citizen of Venezuela and Lebanon, and Chibli is a Lebanese national.

Ali Mohamad Saleh

Ali Mohamad Saleh, a Lebanese Colombian national, is also being designated today pursuant to E.O. 13224 as a Specially Designated Global Terrorist for acting for or on behalf of and providing financial, material, or technological support to Hizballah. Saleh is a key Hizballah facilitator who has directed and coordinated Hizballah activity in Colombia. He is a former Hizballah fighter with knowledge of Hizballah operations plans due to his contact with Hizballah authorities in Lebanon. As of July 2010, Saleh was a contact of Hizballah’s Foreign Relations Department and has maintained communication with suspected Hizballah operatives in Venezuela, Germany, Lebanon, and Saudi Arabia. Saleh was the acting leader of a Hizballah support cell in Maicao, Colombia that raised funds for transfer to Hizballah. In this role, Saleh solicited donations for Hizballah from business owners and residents. Saleh coordinated the transfer of checks and U.S. dollars by courier from Maicao via Venezuela to Hizballah in Lebanon. He was previously designated under the Kingpin Act on December 29, 2011, for his role as a Maicao based money launderer for the Cheaitelly/El Khansa criminal organization, which is linked to the Joumaa network. Saleh is the brother of Joumaa-network associate Kassem Mohamad Saleh, who was also named today under the Kingpin Act for his role in supporting Abbas Hussein Harb.

Additional Kingpin Designations

Ali Houssein Harb (Abbas Hussein Harb’s brother) and Kassem Mohamad Saleh (Ali Mohamad Saleh’s brother) were also designated under the Kingpin Act today for their links to the Joumaa network. Ali Houssein Harb and Kassem Mohamad Saleh are dual citizens of Lebanon and Venezuela. The three companies targeted as part of today’s action under the Kingpin Act for being owned or controlled by Abbas Houssein Harb and/or Kassem Mohamad Saleh are: Importadora Silvania and Bodega Michigan, both based in Colombia, and Importadora Silvania, C.A., based in Venezuela.

BACKGROUND:

Ayman Joumaa was designated pursuant to the Kingpin Act in January 2011 for his role as a high-level money launderer and drug trafficker operating in the Americas, Middle East, Europe, and Africa. Joumaa and his organization laundered proceeds from their illicit activities – as much as $200 million per month – through various channels, including bulk cash smuggling operations and Lebanese exchange houses. Since Treasury’s designation, he was subsequently indicted in November 2011 by a federal grand jury in the Eastern District of Virginia for being the leader of an international drug trafficking and money laundering network that coordinated multi-ton shipments of cocaine from Colombia to the Los Zetas Mexican drug cartel destined for the United States and for laundering hundreds of millions of dollars in these drug proceeds back to the Colombian suppliers.

Today’s actions, which prohibit U.S. persons from conducting financial or commercial transactions with the designated individuals and entities and freeze any assets they may have under U.S. jurisdiction, were taken in close coordination with the Drug Enforcement Administration. “The DEA investigation of Ayman Joumaa that helped lead to today’s Treasury actions is critical to protecting the U.S. financial system from illicit activity and is another tool used to disrupt and dismantle these drug and money laundering networks,” said DEA Financial Operations Chief John Arvanitis. “These sanctions will go a long way toward ensuring that the entire Joumaa network is brought to justice.”

This action is part of the Treasury Department’s ongoing efforts pursuant to the Kingpin Act to target the financial networks of significant foreign narcotics traffickers and their organizations worldwide. The Treasury Department has designated more than 1,100 individuals and entities linked to drug kingpins since June 2000. Penalties for violations of the Kingpin Act range from civil penalties of up to $1.075 million per violation to more severe criminal penalties. Criminal penalties for corporate officers may include up to 30 years in prison and fines up to $5 million. Criminal fines for corporations may reach $10 million. Other individuals face up to 10 years in prison and fines pursuant to Title 18 of the United States Code for criminal violations of the Kingpin Act.

Today’s action also highlights the Treasury Department’s ongoing efforts to target terrorists and those providing support to terrorists or to acts of terrorism, isolating them from the U.S. financial and commercial systems. Hizballah was listed as a Specially Designated Terrorist on the annex to E.O. 12947 of January 23, 1995. The U.S. Department of State designated Hizballah as a Foreign Terrorist Organization in 1997. Additionally, on October 31, 2001, Hizballah was designated by the State Department as a Specially Designated Global Terrorist pursuant to E.O. 13224.

Treasury Sanctions Afghan Narcotics Trafficking Network

​Action Targets Barakzai Network Including Affiliated Money Exchange Houses

WASHINGTON – The Department of the Treasury’s Office of Foreign Assets Control (OFAC) today designated Shah Mohammad Barakzai and Haji Baz Mohammad for their significant roles in international narcotics trafficking, as Specially Designated Narcotics Traffickers pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act). Treasury also designated under the Kingpin Act two other individuals and two entities located in Afghanistan for their support to Shah Mohammad Barakzai and his organization. Barakzai was arrested and sentenced for operating as a narcotics trafficker in Afghanistan in 2011 by Afghan counter narcotics authorities. Today’s action targets Barakzai’s network and its illicit financial activity. The Kingpin Act prohibits U.S. persons from conducting financial or commercial transactions with these individuals and entities, and it freezes any assets the designees may have under U.S. jurisdiction.

“Today’s designation builds on Afghan efforts to disrupt heroin trafficking from Afghanistan,” said OFAC Director Adam Szubin. “We will continue to work to expose the support mechanisms for this illicit activity, by targeting the individuals involved and their affiliated businesses and financial networks, including exchange houses.”

Barakzai is the head of a drug trafficking organization based in Gereshk, Afghanistan.
In addition to Barakzai, who has been convicted and sentenced in Afghanistan for operating as a narcotics trafficker, Treasury is also naming the following drug trafficking associates of Barakzai: Abdul “Doctor” Hadi, who used his pharmaceutical background to process opium for Barakzai’s network; Haji Baz Mohammad, who controls opium cultivation and transportation for the network; and Mohammad Wali, who served as the main financial conduit for the network in Kandahar, Afghanistan.

Also named as part of the network are two exchange houses used by Barakzai’s organization. They include Barakzai’s exchange house, New Ahmadi Ltd., and the Mohammad Wali Money Exchange controlled by his associate Mohammad Wali.

The investigation that led to these designations was the result of collaborative efforts of Treasury, the Drug Enforcement Administration, the Federal Bureau of Investigation’s Terrorist Financing Operation Section and the Afghan Threat Finance Cell (ATFC). The ATFC is a tactically-focused, interagency fusion center in Afghanistan that collects, analyzes and disseminates relevant financial intelligence on individuals and organizations involved in financing the Afghan insurgency.

Today’s action is part of Treasury’s ongoing efforts to use the Kingpin Act to target the financial and support networks of narcotics traffickers worldwide. Treasury Designates Two Lieutenants of South Asian Criminal Organization

WASHINGTON – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today designated Chhota Shakeel and Ibrahim “Tiger” Memon as Specially Designated Narcotics Traffickers pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act) for their roles as part of a criminal organization run by Dawood Ibrahim, known as “D Company.” Dawood Ibrahim was named as a Specially Designated Global Terrorist in October 2003, and in June 2006, he was named by the President as a Significant Foreign Narcotics Trafficker. Also in June 2006, the Dawood Ibrahim Organization was named by the President as a Significant Foreign Narcotics Trafficker.

“Treasury continues to target the nexus of crime and terrorism in South Asia with today’s action against one of the world’s most notorious criminal organizations,” said OFAC Director Adam Szubin.

Chhota Shakeel is Dawood’s lieutenant who coordinates for D Company with other organized crime and terror groups. Ibrahim “Tiger” Memon is a trusted lieutenant who controls the organization’s businesses across South Asia and is wanted by Indian authorities for his involvement in the 1993 Mumbai bombings. INTERPOL has issued provisional arrest warrants or “red notices” for both Shakeel and Memon, who are Indian nationals. Dawood Ibrahim and his organization have been involved in international narcotics trafficking activities since the late 1980s.Their smuggling routes include South Asia, the Middle East, and Africa. Drug trafficking activities of D Company include the smuggling of heroin and hashish from Afghanistan and Thailand to the United States, Western Europe, the Middle East, Latin America, and Africa.

As a result of today’s action, U.S. persons are prohibited from conducting financial or commercial transactions with Chhota Shakeel and Ibrahim “Tiger” Memon, and any assets they may have under U.S. jurisdiction are frozen.

The Treasury Department continues to target the financial networks of significant foreign narcotics traffickers and their organizations worldwide using the authorities in the Kingpin Act. Treasury has designated more than 1,100 individuals and entities linked to drug kingpins since June 2000. Penalties for violations of the Kingpin Act range from civil penalties of up to $1.075 million per violation to more severe criminal penalties. Criminal penalties for corporate officers may include up to 30 years in prison and fines up to $5 million. Criminal fines for corporations may reach $10 million. Other individuals face up to 10 years in prison and fines pursuant to Title 18 of the United States Code for criminal violations of the Kingpin Act.”
